The pair, understood to be mother and daughter, were both from Blackburn South, about 10 minutes from the scene.
9News understands the mother had worked as a real estate agent and had access to the upper levels of the building for client inspections.
“We tried to save her,” resident Harry Wang told 9News after rushing to help.
Emergency services took over CPR, but the 38-year-old couldn’t be saved. The body of her young daughter was found nearby.
The tragedy has devastated locals.
“We are sad, in our group, we say we pray for them,” one said.
Another said they were struggling to comprehend what happened.
