Prime Minister Malcolm Turnbull is confident a "skill gap" created by the construction of Western Sydney Airport will be filled locally.

A report into the airport's construction estimated there could be as many as 28,000 jobs created by the project by 2031, raising questions as to whether the government will consider outsourcing labour.

"We certainly are committed to ensuring that those skill gaps are filled first by Australians," Mr Turnbull told reporters in Sydney on Thursday.
