The best budget toilet paper revealed in CHOICE's 2025 review

CHOICE has revealed its top toilet paper picks after putting 30 different products from a range of brands to the test.

Four products earned the honour of being recommended by CHOICE experts after scoring 70 per cent or more overall and 65 per cent or more on the individual tests.

"We score toilet paper on four key areas to find which products are the best quality. We test for softness, how easily it tears, its resistance to puncturing and its disintegration time," says Chris Barnes, CHOICE household expert, said.

The top toilet paper in the review was Sorbent 4ply thick and soft with an expert rating of 82 per cent and a price of $0.59 per 100 sheets.

Rounding out the four expert recommended products are Quilton toilet tissue which scored 76 per cent and costs $0.60 per 100 sheets, Kleenex luxury quilts aircushion softness at 74 per cent and costing $0.57 per 100 sheets and Quilton toilet tissue with coconut oil 3ply with a rating of 74 per cent and a cost of $0.57 per 100 sheets.

However there are six budget options that earned the title of "Best Buys" because they are affordable and while they received a good overall score they didn't meet the criteria to get an expert recommendation.

The number one best buy is Woolworths Vevelle white toilet tissue 2ply, which got an overall score of 78 per cent and costs just $0.19 per 100 sheets.

Second on the list of best buys is Black & Gold's toilet tissue 2ply with an expert rating of 77 per cent and a cost of $0.29 per 100 sheets.

There are also two Coles products with a best buy recommendation. They are the Coles Simply 2ply embossed white toilet tissue with a score of 77 per cent and a cost of $0.19 per 100 sheets and the Coles So Soft & Strong 3ply embossed white which tested 75 per cent and is priced at $0.30 per 100 sheets.

Rounding out the list is Delsey toilet tissue 1000 sheets with a score of 70 per cent and one of the cheapest at $0.18 per 100 sheets and Vevelle white toilet tissue 1ply at 70 per cent and $0.18 per 100 sheets.

However, CHOICE did warn that many of the best buys didn't score well in the puncture test. This means there's the potential for the paper to rip mid wipe, but for such a bargain price that factor might not be too much bother to most.
