Following a joint investigation by police and security services, he has been charged with one count of other acts done in preparation for, or planning, terrorist acts.
If convicted he faces a maximum penalty of life imprisonment.
Investigators will allege the man sought help on a messaging platform regarding explosive devices, military and tactical training, education, weapons manufacturing, combat techniques and fake documents as part of planning for a terrorist attack.
Charges against him of making a document knowing it was related to a terrorist attack will be withdrawn.
Investigations by the Australian Federal Police, Western Australia Police Force and Australian Security Intelligence Organisation continue.
