Opposition leader blasts Victorian premier over medical spending

The Opposition has promised to legislate a debt cap in Victoria if it is elected, after doing an audit of the state's major projects.

Opposition leader Matthew Guy called the state government "almost financially illiterate", as the Premier pledged half a billion dollars to overhaul one of Melbourne's hospitals.

Premier Daniel Andrews announced his government would put between $510 and $560 million into further upgrades to Monash Medical Centre if it is re-elected next month.

The upgrades would include a seven-storey tower on top of the hospital's recently expanded emergency department.

"This is about additional in patient beds - 108 of those - additional birthing suites, surgical space," Andrews said.

But even if the Andrews Government is re-elected, work on the upgrade would not start until 2025.

It is expected to take three to four years.

However, Opposition Leader Matthew Guy blasted the announcement.

"Hospital upgrades are not worth the paper they're written on if you can't tell them how you're going to pay for them," he said.

The Opposition has announced it would legislate a debt cap in the range of $200 to $220 billion if elected.

The Premier has said that response does not phase him.

"They can speak to their own announcements," Andrews said.

"Our plan is very clear. It's being delivered and it was laid out in the budget."
