Mechanisms for making complaints against police and public officers in South Australia are confusing, inefficient and plagued by delays, an inquiry has been told.

SA's Independent Commission Against Corruption has opened public hearings in Adelaide as part of its review of laws related to complaints against police and public servants.

Counsel assisting Michael Riches said Thursday the current system fell short of providing the public with an effective and efficient system to make complaints.
