Qld anti-bikie review: recommendations

KEY RECOMMENDATIONS OF THE REVIEW INTO QUEENSLAND'S ANTI-BIKIE LAWS:

* Repeal the 2013 VLAD legislation.

* Introduce a new Serious Organised Crime circumstance of aggravation, rather than an actual offence, to replace all of the aggravating circumstances created by the 2013 legislation.

* Apply the new aggravating circumstance to specific offences such as drug, violence and fraud.

* Create a targeted sentencing regime which convicted people could avoid in return for co-operation with law enforcement agencies.

* Place convicted gang members on Control Orders similar to those used in cases involving terrorists or repeat serious sexual offenders.

* Apply a single, uniform definition of the terms "criminal organisation" and "participant" across statute books.

* Establish an independent statistical research body to publish analysis of crime data with a priority on data relevant to organised crime.
