A man who allegedly rode a children's scooter through Sydney's Cross City Tunnel without a helmet at the beginning of peak hour has turned himself in to police.

The 42-year-old man from Crows Nest was filmed by passing motorists as he rode in the tunnel's left lane on Tuesday afternoon wearing business clothes.

He attended Surry Hills Police Station informing officers that he was the person depicted in video footage broadcast on news channels, police said.

The man has been fined $71 for using a wheeled device on a one-way road with more than one marked lane.

"Regardless of how the person came to be in the tunnel, their safety was at risk and there was potential for him to be hit or to cause a crash," said Acting Assistant Commissioner Stuart Smith on Wednesday.
