Superintendent John Duncan earlier described the reports as “very concerning” and “very alarming”, saying the lagoon was generally considered a safe and popular place for people to exercise.
The alleged offences mainly happened around the same time, between 4pm and 6pm.
Police will allege that 11 separate incidents occurred against females aged between 13 and 54.
The boy has been granted conditional bail to appear at a children’s court in November.
