LABOR'S PLAN FOR UNIVERSITIES

* Total cost $2.5 billion over four years

* Goal to have an extra 20,000 students graduating each year by 2020

* Shift focus from number of students enrolled to number who complete courses

* Legislate a student funding guarantee with indexation rate

* Boost per-student funding by $2500 a year from 2018 (on top of what funding would have been with coalition's 20 per cent cut - yet to be legislated)

* Extra $31 million for Tertiary Education Quality Standards Agency to boost the quality of teaching and resources

* Set up a Higher Education Productivity and Performance Commission to make sure graduates are meeting needs

* More information for students and parents, including career prospects, completion rates and average graduate salaries

* Maintain demand-driven funding for universities only - not expand to sub-bachelor degrees and private educators

* Won't abolish 25 per cent loan fees for vocational student.
