Leaders at UN Security Council meeting resolve to prosecute home-grown terrorists joining foreign conflicts

World leaders have passed a UN Security Council resolution aimed at preventing home-grown fighters from joining militant groups.

The growing terror threat was made clear overnight with the release of a video showing the beheading of a kidnapped French national, captured in Algeria.

Herve Gourdel was abducted while hiking. His death follows that of two American journalists and a British aid worker all brutally killed by ISIL.

"The Australian Government will be utterly unflinching towards anything that threatens our future as a free, fair and multi-cultural society," Prime Minister Tony Abbott said.

With US President Barack Obama as chair, the council unanimously passed a resolution for all countries to prosecute anyone travelling abroad to join terrorist groups.

Sixty Australians have now had their passports suspended, with Mr Abbott lamenting the recent terror plots on home soil and labelling ISIL a "death cult".

"It's hard to imagine citizens of a pluralist democracy could have succumbed to such delusions yet clearly they have," he said.

"I want to assure the Australian people the government is vigilant at home and abroad.”
