His family alerted police after de Massy failed to appear at a family lunch on Sunday.
On Monday, police arrested a Ukrainian man after he was seen with de Massy on security vision.
Prosecutor Stéphane Thibault said a post-mortem was underway to determine how de Massy died.
She told the Monaco-Matin newspaper the man was “at this stage merely a suspect/witness to events whose legal qualification remains to be determined, with the theory of an accident not being ruled out”.
Local media reports de Massy, who was a US-educated entrepreneur and former semi-professional tennis player, was developing a tech start-up in Monaco with a partner.
He was seen with the Ukrainian man, who is believed to be a resident of Monaco, leaving a club in the early hours of Sunday.
Prince Albert and his wife Princess Charlene issued a statement following de Massy’s death.
The royal couple described him as “a passionate tennis player, he was part of a family history closely tied to this sport in the principality”.
“Their Highnesses share in the grief of his family and loved ones and offer them their sincere condolences in this painful time.”

de Massy’s grandmother was a sister of the late Prince Rainier III, Prince Albert’s father.
His father was Baron Christian de Massy and mother Cécile Gelabale, and he was the grandson of Princess Antoinette who had plotted to depose her brother Prince Rainier and was later exiled from the family.
