WINNERS AND LOSERS IN THE 2016/17 VICTORIAN BUDGET

WINNERS:

* RAIL - Metro Rail Tunnel to be fully funded and numerous other lines will be duplicated.

* ROADS - upgrades to major roads including the Monash Freeway, Drysdale Bypass and streamlining Hoddle Street.

* HEALTH - Goulburn Valley Health will be redeveloped, upgrades to Footscray,Sunshine and the Austin hospitals and a new breast cancer centre at the Maroondah Hospital.

* STUDENTS - old classrooms will be replaced and updated across the state and asbestos will be removed from them.

* LONG-TERM UNEMPLOYED - a new agency, Jobs Victoria, will be created to help thousands find work and re-train the long-term unemployed.

* BUSINESSES - payroll tax threshold lifted from $550,000 to $650,000.

* MENTAL HEALTH SECTOR - a boost in suicide prevention measures.

* REGIONAL VICTORIA - record spending on regional rail and roads projects.

* TRADESMEN - Victoria will need someone to build the projects.

* FAMILY VIOLENCE VICTIMS - government will act on royal commission recommendations.

* COMMUNITY SAFETY - 406 extra police on Victorian streets.

* ENVIRONMENT - $10 million dedicated to helping public housing tenants cut energy bills.

* COST OF LIVING - despite a big surplus, the government hasn't done much to reduce the cost of living for everyday Victorians.

* FOSTER CARERS - wanted funding for specific training and an increase to the foster care allowance.

* HOLIDAY NAYSAYERS - the Grand Final Friday and Easter Sunday public holidays are here to stay despite fierce opposition from business groups.

* HEALTH - little funding for IT infrastructure upgrades and no funding for redevelopment of Northern Hospital in Epping.

* EDUCATION - No funding set aside for final two years of Gonski agreement.

* ROADS - No word on funding for missing Ring Road link to the Eastern Freeway.
