Victoria's ambulance minister says paramedics have low morale and are over-stretched following investigations into the deaths of two patients.

Ambulance Victoria is investigating the recent deaths of a 17-year-old boy, who died at home after an ambulance crew sent him back to bed, and a 78-year-old woman who bled to death waiting for an ambulance.

"We know our paramedics are feeling fatigued and over-stretched," Ambulance Services Minister Jill Hennessy told 3AW on Wednesday, adding that more training was needed.
