Almost all of the parole reforms recommended after Jill Meagher's murder have come into effect in Victoria.

Former High Court judge Ian Callinan reviewed the Adult Parole Board after a series of high-profile murders were committed by offenders on parole.

This included Adrian Ernest Bayley's rape and murder of Ms Meagher in September 2012.

Mr Callinan made 23 recommendations in a scathing report that followed, aimed at overhauling the management of parolees.

By Wednesday, 22 had been implemented - the only one outstanding is a new electronic case management system, which the government says is due for operation in December this year.
