A Melbourne businessman with a lengthy history of complaints over illegally deducting staff wages has been fined for "appalling" conduct.

Travice Blom has been penalised almost $15,000 for unlawfully deducting $130,000 from the wages of 102 Melbourne cleaners at Oz Staff Career Services and falsifying records to cover it up, the Fair Work Ombudsman said in a statement on Monday.

Judge Philip Burchardt said Blom had a history of complaints about staff wage deductions dating back to 2006 and labelled his conduct "appalling" and "objectionable".
