Vic Labor rules out deal with minor party

Victorian Opposition Leader Daniel Andrews has ruled out any deal with the Greens, saying a minority government would risk continuing the "circus" of the last four years.

Mr Andrews said the state would be best served by a party securing a strong lower-house majority.

"I'm not looking to offer, or to make any deals, with any other political party," Mr Andrews told AAP on Thursday.

"The last thing we need is a continuation of the circus that overtook this place for the last four years.

"Two years ago I ruled out a deal with the Greens and I've been crystal clear ever since - there will be no deals offered or done with any other political party."

Victoria's coalition government started its term with a narrow two-seat majority - including the Speaker - and this was eroded by the defection of Liberal-turned-independent Geoff Shaw.

Late in the term, Mr Shaw's suspension for 11 sitting days caused political deadlock with the coalition and Labor each controlling 43 lower house votes.

"We need a strong, stable, majority government that will put people first and focus on jobs and better services," Mr Andrews said of the next term of government.

"That's a Labor government, in my judgment, and that's what I'm asking people to vote for."

Victorians go to the polls on November 29.
