A new law is being introduced in Victoria to stop private carpark operators from issuing fines to motorists.

Some operators in pay and display car parks are issuing unenforceable payment notices, dressed-up to look like fines, which are then chased up by debt collectors.

The government will introduce legislation on Wednesday to stop private operators from accessing car registration details through the courts, Consumer Affairs Minister Jane Garrett says.
