Almost 70 dogs and puppies have been seized from an alleged illegal puppy breeding operation in regional Victoria.

The RSPCA raided the property on Tuesday, taking 48 dogs and 21 puppies.

It's alleged the dogs were kept in cruel conditions, and a number of them required vet treatment including a pregnant dog.

RSPCA inspectorate manager Allie Jalbert said the dogs would be rehabilitated.

"For many of these dogs, the road to recovery will be long but with the help of our staff and volunteers, the future looks very bright," Ms Jalbert said.

RSPCA Victoria has launched an online tip-off service, enabling people to report illegal puppy breeding operations.

The Victorian government has vowed to crack down on puppy farming, including amending the code of practice so female dogs can't have any more than five litters.
