A Melbourne motorist used three seatbelts to try to secure a flimsy baby rocker containing an infant to the back seat of a car, leaving two teenagers without restraints, police say.

Officers stopped a car at Preston on Friday afternoon and say they were "astounded" to see the seven-month-old in a rocking chair with belts wrapped around it in an apparent attempt to secure the child.

The driver was issued three tickets, totalling $900, for each of the unrestrained passengers.
