A man has jumped onto train tracks after allegedly fleeing the scene of a crime, causing major delays across Melbourne's public transport network.

Train services running through the city loop were halted after the man caused the disruption about 3.30pm today.

It comes as footage of pedestrians engaging in risky behaviour around trains has been released exclusively to 9News.

In the past year, there have been 2600 incidents of reckless behaviour on Melbourne's rail network, the most common of which is trespassing on tracks.

The man was arrested when he was found on the tracks near Parliament Station.

Public Transport Minister Ben Carroll told 9News that reckless behaviour could impact thousands.

"It can really bring the whole network to a standstill so do the right thing," he said.

Carroll warned against the careless actions of commuters who attempt to get onto a moving train.

"We have seen people on their mobile phone, just not paying attention to where they need to get to," he said.

"We have seen people trying to rush for the train to get on when the doors shut.

"Don't take the risk. It's not worth it for you, for the workers."
