Large undecided vote in Victoria: premier

Victorians are still largely undecided on who to vote for in next month's state election, according to Premier Denis Napthine.

Dr Napthine said voters were focusing on the issues before heading to the polls.

"What we're seeing is a large undecided vote and people are making up their minds as they're focusing, at the end of the footy season, focusing on the real issues for this election," he told reporters on Wednesday.

"That's what they'll be making their decision on, on the 29th of November."

He refused to comment on whether decisions by the federal coalition government, including the fuel excise hikes tariff announced on Tuesday, were damaging the Victorian coalition's chances of re-election.

"I think the people of Victoria know the difference between federal issues and state issues," he said.

Dr Napthine was launching the first three of Victoria's 1000 free Wi-Fi hotspots, with one each in the Melbourne CBD, Ballarat and Bendigo.

The rest will be rolled out by December 2015.
