Breakfast clubs will help feed 25,000 disadvantaged children at schools across Victoria, Labor says.

Opposition leader Daniel Andrews has announced a $13.5 million program to be implemented if Labor wins Saturday's election.

He says Foodbank will deliver the program to help families who are struggling to afford education costs.

"My mum always taught me that breakfast was the most important meal of the day," he said on Monday at Stonnington Primary School in Windsor where children are part of a council-led healthy breakfast program.

"Without it, a growing child will struggle to concentrate and pay attention.

"I want to help our kids fit in, grow in good health and get the most out of their education."

Foodbank will use existing resources to expand their statewide breakfast program.
