An elderly Melbourne man has died after getting into an argument over a minor car park collision.

The 72-year-old collapsed and went into cardiac arrest after arguing with another driver outside a VicRoads office on Tuesday morning.

Police say the men were reversing their cars into different parks at the Burwood East site when the vehicles bumped, without causing any damage.

Detective Senior Constable Brendon Pollock says an argument followed, with a bit of "chest to chest" between the men.

The other driver, a 40-year-old, walked off into the VicRoads office and shortly afterward the elderly man had a heart attack.

"Someone else has come out and seen the man collapsed," Det Sen Con Pollock told reporters on Tuesday.

"It's a busy VicRoads office here so we're hoping any witnesses can come forward."

Paramedics treated the elderly man for almost an hour but he could not be revived.

The 40-year-old driver is being questioned but police say it's not likely he'll be charged.

The family of the deceased Vermont South man are yet to be notified.
