Counter-terrorism command assistant commissioner Mark Walton alleged the boy had been dressed in camouflage uniform and had been armed with a knife.
"A motive or ideology, importantly, has not been determined at this time," he said yesterday.
Walton did, however, say there did not appear to be any religious ties.
While the boy is not believed to be known to the 22-year-old, he is known to police and government agencies.
