Undercover police have dramatically stormed a hair salon in Melbourne, punching a fugitive as they forcibly arrested him.

A 24-year-old Greenvale man and a 24-year-old Kyneton woman have been arrested after a truck was stolen in Seymour this afternoon.

The truck allegedly drove towards police and failed to stop before driving off, but was followed by a police helicopter to Essendon.

It was then tailed by authorities to the Watergardens Shopping Centre in Taylors Lakes, where the suspects ditched the stolen vehicle.

Video obtained exclusively by 9NEWS then shows the male suspect walk into a hair salon before sitting on the couch, pretending to be a customer.

Moments later, five undercover police officers storm the shop and forcibly arrest him.

One officer can be seen punching the suspect multiple times as they try to restrain him.

The arrest left staff and customers at the salon who were going about their day in shock.

"I was about to start doing a haircut and the guy, whoever he was, he came running in and sat down," the hairdresser told 9NEWS.

"He was huffing and puffing, he had been running, clearly someone was chasing him.

"Next thing you know, the police ran in and tackled him. A lot of punches were thrown, a few kicks - it was quite violent.

"It doesn't exactly happen every day in your normal salon."

The Kyneton woman was arrested at a nearby travel agent.

Both are in police custody and are assisting investigators with their inquiries.
