South Australia aims for big tax reforms

South Australia is aiming to become one of the best places to do business in Australia through a comprehensive tax reform package, Treasurer Tom Koutsantonis says.

The state government recently issued a discussion paper that floated widespread changes including replacing stamp duty with a broad-based annual land tax, changes to payroll tax and hiking gambling taxes.

It says it will now extend the consultation period for submissions on the proposed changes until April 24.

"We really want to differentiate from the rest of the federation in terms of our ability to reform," Mr Koutsantonis told reporters on Wednesday.

"This is a very in-depth piece of tax reform."

The treasurer met with representatives from the South Australian Council of Social Services (SACOSS) on Wednesday to discuss its submission.

SACOSS executive director Ross Womersley said tax reform should ensure community members continued to have access to essential state services.

"Tax is a complicated business and understanding the differential impacts can be quite difficult," he said.

"Those measures that are proposed need the opportunity for genuine analysis."

Mr Womersley said SACOSS believed there was an argument for transition to a broader-based land tax system.

It has also proposed a disused building tax to discourage developers from sitting on properties to claim deductions through negative gearing.
