The South Australian parliament has passed new laws allowing judges to make more use of home detention for sentencing some minor offenders.

The changes are designed to ease congestion in the state's prisons and are also expected to help with rehabilitation and recidivism.

"These laws recognise that many low-risk offenders can be more successfully managed outside of prison, increasing their prospects of effective rehabilitation," Attorney-General John Rau said on Wednesday.
