Chelsea Ireland was allegedly shot dead on a rural property in South Australia. 9News

Police say two people allegedly murdered at a rural South Australian property were a man and his girlfriend, both aged 19.

A 46-year-old man was arrested without incident at the scene in Mount McIntyre, located between Millicent and Penola.

He has been charged with two counts of murder.

9News is unable to reveal the identity of the alleged killer for legal reasons.

The woman killed was university student Chelsea Ireland.

Chelsea and her partner were "beautiful kids", Chelsea's dad said. 9News

"Two beautiful young kids, both good kids, have been taken too early in really unfortunate circumstances," Ms Ireland's father told 9News.

The bodies of the teenagers were found by police at the property north-east of Millicent just before 11.30pm on Saturday.

Major Crime detectives and forensic officers travelled to the property from Adelaide on Sunday morning.

Police said the couple, both aged 19, were visiting from Adelaide.

"Preliminary investigations of the scene (have) us treating this as a shooting," Detective Inspector Campbell Hill said.

"We do have people that were here at the time, we are working through and supporting those.

"It's a tragic event and the impacts of this will not only be felt for the particular families involved and the associates and the relatives, but also for the south-eastern community."

The arrested man has been charged with two counts of murder.
