Plans for a multi-billion dollar cruise ship terminal and resort are gaining momentum, with 9NEWS given an exclusive preview of the designs for the controversial project.

The $7.5 billion project on Wavebreak Island would include a 50-storey highrise, a theatre, conference facilities and three marinas.

There will also be six hotels with 3000 rooms in total, as well as 6750 permanent residences and 20 restaurants.

The latest designs also change access to the island, with only one way in and one way out via a four-lane bridge connected to Labrador.
