Prime Minister Scott Morrison congratulates Melbourne on reopening as lockdown restrictions lift

Prime Minister Scott Morrison has congratulated Victorians on defeating its second wave of coronavirus as Melbourne's gruelling four-month lockdown lifted overnight.

Retail, hospitality and beauty industries reopened in the city today, with the four reasons to leave home also scrapped.

The state has also loosened its strict home visitation rules with one household consisting of two adults and dependants allowed to visit another household within the 25 kilometre limit.

"First of all, can I say to all of those in Melbourne in particular and across Victoria, again, congratulations and I hope you enjoy being out and about," Mr Morrison said.

"I know you have been waiting a long time for that.

"I am sure it has been quite a day and quite a late night for some down there in Melbourne, I completely understand that and I encourage everybody to continue, as we open up, to do that, conscious of the various other restrictions and other things that remain in place."

Mr Morrison said National Cabinet was working towards the agreement on all state borders being open by Christmas, excluding Western Australia.

"We will continue to make strong progress there in the weeks and months ahead as we work towards that Christmas deadline, which the National Cabinet has given strong support for," he said.
