Police believe a man waited in a Melbourne university campus toilet block for up to 20 minutes before reaching over the cubicle wall and filming a teenage woman as she used the facilities.

The 19-year-old had just finished studying in the university library, in Chadstone, around 6.50pm on March 3 when she entered the toilet block.

She said she noticed a shadow suddenly appear on the floor and looked up - spotting the mobile phone being held over the wall, filming her.

She screamed and the phone was quickly pulled from view, before she heard a man apologising in the next cubicle.

The victim waited until the man left the toilets before raising the alarm.

Malvern police have released CCTV footage and images of a man carrying a mobile phone outside the toilet block.

He is described as being Asian in appearance, between 20-25 years old and 160-170cm tall with short black hair.

He was wearing thick-rimmed black glasses at the time of the incident.

Senior Constable Marianne Voswinkel said the victim was traumatised by the "incredibly indecent" act.

"She was very upset. I have been in close contact with her since the incident. She's doing well but she's very apprehensive about using the public facilities and she says it has affected her studying at the university," she said.

"Just imagine being in the toilet yourself, in a private facility, and being recorded. It's incredibly disturbing for her."
