Treasurer Scott Morrison says the prime minister is "not bluffing" when he says a double-dissolution election for July 2 is an option.

To do that Malcolm Turnbull would have to call the election a day after Mr Morrison delivers his first budget on May 10.

"The prime minister has made it pretty clear, he is not bluffing on any of this, he's deadly serious," the treasurer told Sydney's 2GB radio on Monday.

Cabinet colleague Christopher Pyne argues a July 2 would not be particularly early.

The Senate not passing government legislation made it difficult not to go to the polls "because how else do we do the things we were elected for?" he told the Seven Network.
