Victoria Police have arrested a 28-year-old man accused of splashing a liquid irritant on four officers and a horse during a large protest in Melbourne's CBD last month.

The city was brought to a standstill as thousands of anti-war demonstrators disrupted traffic to protest against the Land Forces defence expo on September 11.

It was the city's largest protest in 24 years with about 1000 officers, from both Victoria and New South Wales, deployed.

A total of 27 police officers required medical treatment, while 12 horses were exposed to substances sprayed.

All horses were assessed by trained staff immediately after the rally and cleared to return to work on veterinary advice.

Police have since charged four further people, in addition to the 89 who were charged or fined on the day.

A 28-year-old Carlton North man has been charged with six counts of assault on police and abuse of an animal.

Detectives will allege he splashed a liquid irritant over four police officers, before spraying a mounted branch officer and horse with the same liquid, as well as throwing horse manure at the officer.

Meanwhile, a 62-year-old Yarraville man was charged with affray, assaulting a police officer, intentionally obstructing police and discharging a missile and tormenting or abusing an animal.
