Judge us on commitment delivery: PM

Prime Minister Malcolm Turnbull wants the public to judge his government on delivery of large investments, like the $50 billion future submarine program.

Insisting voters had approved his plan at the federal election despite the coalition scraping through with a tiny majority, Mr Turnbull pointed to the submarines as a performance indicator.

"Australians ... are entitled to expect us to be seen and delivering on that in three years' time," he told ABC's 730 program on Monday.

"The public should judge us against the delivery of the commitments that we have made."

After revealing his new-look ministry on Monday, Mr Turnbull declared his government stable and committed while promising to introduce all budget legislation to parliament by the end of the year.

He also pledged to have a "very close look" at a range of issues with this month's election, pointing to Labor's campaign claiming the coalition would privatise Medicare.

"Powered by millions of dollars of union money, the Labor Party came close to winning this election based on a shocking lie," he said.

When Labor leaders were brought to account for the lie, he said, they "laughed at how clever they were to fool so many vulnerable people".

But the prime minister again refused to reveal if he had donated large sums of money to the Liberal Party's campaign, saying all donations would be disclosed in accordance with the Electoral Act.

He brushed off suggestions personal donations from senior ministers could hush other members of the party, saying the Liberal Party was a "very robust" organisation.
