Queensland is set to embark on a COVID-19 vaccine blitz knowing the virus will likely breach the state's border.

Workers in the state's food supply chain are to get onsite priority jabs as Queensland Premier Annastacia Palaszczuk explores the next vaccine phase.

"This is unchartered territory," Ms Palaszczuk said.

A second case was overseas acquired in the Philippines and was in hotel quarantine.

Ms Palaszczuk thanked Queenslanders for their efforts but said she was concerned about the outbreaks in NSW and Victoria.

"We are very concerned that there could be another outbreak at any day," she said.

9News understands the vaccine uptake's been particularly slow among food distribution and abattoir staff.

Once the state has its new batch of 100,000 Pfizer doses, the vaccination hubs will come to these workers.

Workers are to be vaccinated at up to 28 businesses in the food supply chain, with Queensland's vaccine waiting list dropping 79,000 people.

"That is less than one week's booking," Ms D'Ath said.

"Don't wait until we have a massive outbreak."

There is now a fear border protests could cause such an outbreak.

Ms Palaszczuk expressed her disappointment in the hundreds of people who protested the COVID-19 lockdowns at the New South Wales-Queensland border.

Yesterday protestors allegedly crossed the border between Queensland at Coolangatta and NSW at Tweed Heads.

Seven people were charged and 57 fined, mostly by New South Wales police.

Lockdown protests

Queensland Police will be reviewing video of the protests and contacting people who may have committed public health direction offences.

Out of 1739 cars and 1360 heavy vehicles that crossed the New South Wales-Queensland border yesterday, police refused entry to 154 cars.

At the protests yesterday, police arrested a 55-year-old man during a protest at the border and handed out two infringement notices to two other people.

"Now is not the time to behave like that at a protest," Queensland Police Deputy Commissioner Shane Chelepy said.

The Tweed region are hoping the unrest is short lived.

On Saturday they anticipate coming out of lockdown and will want to be back in a border bubble.

"But then that relies on the Queensland government to accept that, which they should, because we've done that very successfully before," Tweed MP Geoff Provest said.
