Woman alleges neighbour placed giant stinking wall along property boundary

The man accused of placing a giant wall of dirt and manure along the boundary of his next door neighbour’s property says he’s the victim of a smear campaign.

Mother-of-five Megan Perry has lived in the Dooralong Valley on the NSW Central Coast for 12 years. She told A Current Affair reporter Nat Wallace “it was nice and quiet until now”.

The trouble started after new neighbour Eleftherios Karagounis, who goes by the name of Terry, moved in. 

On Australia Day long weekend in 2025, Terry arrived with a chainsaw, fence posts and an offsider in a motorbike helmet to take back what was rightfully his. 

He ripped down a fence which had stood for more than 12 years and he cut down trees.

Terry has provided A Current Affair with a survey report which shows the correct boundary.  

Terry says “a fence that was not cattle-proof was removed and replaced – at no charge to Ms Perry – with a new fence on the legal surveyed boundary line. As the new fence was being erected, it was removed by the Perrys and their associates. As this occurred, an associate of Ms Perry’s said to Mr Karagounis: ‘You wait and see what is going to happen mother ******’.”

That evening, a vehicle belonging to Karagounis was torched at his front gate by persons unknown.

Next Megan says bulldozers moved in and the wall of dirt appeared at the disputed boundary line.

Karagounis says “contractors were engaged to spread manure in the paddocks, which is standard farming practice. Ms Perry called the contractor and threatened to ‘name and shame’ him on the local Facebook page. Out of fear, the contractor did not finish the job”.  So Karagounis stepped in to continue the work.

Megan claims she’s never been given the survey report and now she and a third neighbour, David Abberton, are in an ongoing dispute over the boundary lines.

Karagounis claims the survey shows more than 7000 additional square metres of the land is his.

Perry says she’s been forced to call police “countless times to the point that Terry next has said in evidence to the police that I am harassing him”.

But Megan alleges she’s the victim, saying it’s “harassment and intimidation”. 

It’s a claim currently being argued in court which has given her and Abberton interim protection orders while it gets sorted out.

Megan has looked at selling her property but claims an agent had told her it would be extremely difficult to sell her home while it’s surrounded by a dirt embankment.

Karagounis has told A Current Affair in a statement he’s “the victim of stalking, intimidation, harassment, threats to his life, damage to his property, theft of his land and other items, and now vexatious and defamatory efforts in the media to damage his and his family’s good reputation”.

It’s now up to a court to decide what boundaries have been crossed, but what’s certain is that no one wants to lose.

STATEMENT FROM ELEFTHERIOS KARAGOUNIS

1. Why did Mr Karagounis demolish a fence between his property and the neighbouring property at Dooralong?

On January 24, 2025, a fence that was not cattle-proof was removed and replaced – at no charge to Ms. Perry – with a new fence on the legal surveyed boundary line.

2. How much land did Mr Karagounis’ survey show was his, in relation to that property and the northern boundary fence?More than 7000sqm.In relation to Ms Perry’s property, the incorrect boundary allowed Ms Perry access to a dam on Mr Karagounis’ property, which she was using for water, as her property does not have a mains water supply.
3. Did Mr Karagounis notify and provide the surveyor’s report to the relevant property owners and NSW Land Registry Services regarding this boundary claim? When? How?

Your question shows a misunderstanding of the fence issue.The only “boundary claim(s)” are those of Ms Perry and Mr Abberton, who are trying to claim Mr Karagounis’ land.Mr. Karagounis’ property is on a Torrens title.Under the Torrens title system, the legal boundaries of a property are determined by survey marks or boundary pegs, not by the location of fences, which may or may not have been built on the correct boundary. In this case, fences were built in incorrect places.There is no requirement for new surveys to be lodged with NSW Land Registry Services because boundaries that have been in place on the property title for more than a century have not changed.The only change has been the relocation of fences free of charge to the true and legal boundaries.To reiterate, the new survey merely reflects and marks out the legal boundaries of the original survey and property title.

4. Why did Mr. Karagounis dump piles of manure around the Perry fenceline and begin constructing a dirt wall?At the direction of the agronomist, contractors were engaged to spread manure in the paddocks, which is standard farming practice. Ms. Perry called the contractor and threatened to “name & shame” him on the local Facebook page. Out of fear, the contractor did not finish the job.Ground leveling and preparation work for a planned shed resulted in excess dirt. This was pushed into a wall to form a safety bund and noise attenuation structure that would, once the shed was completed, protect Ms. Perry’s property. There is no manure in the wall, and this can be tested if required.
5. What is Mr Karagounis’s plans for that area of his property, and has he lodged a DA?There are plans to develop the area with infrastructure that will enable an expansion of the agricultural activities on the property.A pre-DA meeting has occurred with the council, and the council has formally responded with what is required in order to submit a successful DA. A town planner has been engaged to complete this process.
6. Mr. Karagounis has been seen riding a motorbike between the wall and the fenceline of the Perry Household, and parking army-style trucks between the wall and the fenceline. Why are those activities necessary?It is an offence to not properly secure a property and allow cattle to escape.As a responsible farmer, Mr. Karagounis regularly checks the integrity of fences on his entire property. Such checks are standard agricultural practice but are particularly relevant around Ms Perry’s property because the fences in that area have been deliberately cut on numerous occasions allowing his cattle to stray from his land.Because of the size and terrain of his land, he does this mainly on a motorbike but sometimes with all-terrain heavy vehicles, depending on underfoot conditions and tooling requirements.
7. Why did Mr. Karagounis line up furniture, belonging to the caretakers, such that it faced Megan Perry’s front window?Rubbish was temporarily placed in the paddock, some 50 metres away from any fencelines, before subsequently being placed on the nature strip for council collection.

Dashcam vision was later sent to police with a claim that our crew had trespassed, and a shotgun was present, which police dismissed. Does Mr Karagounis regard this behaviour as unusual?A respected neighbour, who works as a paramedic in the NSW Ambulance Service, drove past Mr Karagounis’ property on 9 June this year and saw two people standing inside the boundary of Mr Karagounis’ property. She called Mr. Karagounis and told him it looked like the people had a firearm. She provided him with her dashcam footage. Acting on the eye-witness testimony of a respected and reliable neighbour, Mr Karagounis reported this to the police and provided the footage.Key facts:- Mr Karagounis was in Sydney at the time- None of his family were at the property at the time- No other person was authorised to be in attendance at the property at the time.Therefore, any claims that someone from Mr. Karagounis’ property “drove past the Perry household more than 8 times” are fabrications. As a matter of urgency, any “evidence” to support these accusations – such as footage of the vehicle and its number plate – should be provided to police who are still investigating the trespass report.Mr Karagounis finds it highly unusual that people would trespass on his land and would find it even more unusual and concerning for them to be carrying a firearm. This is why he reported it to police.
14. In our background chat, you mentioned Mr. Karagounis is being harassed by Megan Perry and the NSW Police. Has Mr. Karagounis sent a legal letter or complaint to the NSW Police?Mr Karagounis has made numerous reports to NSW Police about Ms Perry, as well as reported the conduct of NSW Police to the Law Enforcement Conduct Commission and NSW Police.We implore A Current Affair to make an application under the Government Information (Public Access) Act 2009 (NSW) to view all the complaints.Mr Karagounis is currently taking civil action against NSW Police for the dropped charge of failing to provide ID. It should be noted that the expensive solar-powered electric fence controller was stolen from the Abberton fenceline and has since been replaced.
