The state government has announced that a controversial plan to tunnel under Parramatta Road will go ahead, costing taxpayers $3.8 billion.

The M4 section of the WestConnex plan is a five kilometre tunnel which is being built under what the government has labelled "unprecedented conditions”.

It stretches from Homebush to Haberfield.

The project will require a number of homes to be knocked down in Haberfield.

Close to 5000 people have written to the government to complain about the WestConnex project.

The government has now announced two strict conditions to be enforced after construction.

The first is that one lane must remain open at all times in both directions along Parramatta Road as dedicated public transport lanes for the duration of the build, which could force civilians into the tunnel, where tolls apply.

The second is a promise to keep up strict air quality conditions for the tunnel.

The tunnel is predicted to be built and completed by 2019.
