Two explosions at a cosmetics factory in Orange County, California that killed one person and injured hundreds has been ruled to have been an "accident", with authorities releasing surveillance footage of the incident.

The blasts occurred on the morning of November 20 at Verla International in New Windsor, coming roughly 25 minutes apart, local media reports.

Officials determined the cause was accidental.

" Investigators have determined that the fire began when static electricity caused the ignition of an ignitable liquid (hexamethyldisiloxane). This occurred during the manufacturing process when an employee was wiping excess product in the batch room," a statement from fire services said.

One person was killed in the explosions, while 125 people sought hospital treatment as a result - the man captured in the video reportedly suffered minor burns.

Eight firefighters also suffered injuries from the explosion's subsequent fire which ripped through a wing of the building.

The company has been cleared to return to work in the undamaged part of the building.
