The story behind a viral video dubbed the "neighbours from hell" has emerged, with a man nearly run over in his mobility scooter revealing the abusive woman is his girlfriend.

Video of the American woman berating a man, shoving him out of his mobility scooter and then trying to run it over emerged this week after it was filmed by a California resident on Sunday.

The man filmed being knockedover has now told NBC he was trying to stop his ice-using girlfriend from driving while drunk.

Despite the pleas of the mobility scooter bound man, who did not want to be identified, he was pushed out of his vehicle and watched helplessly as Cox tried to reverse over it.

A short time later the 47-year-old woman was arrested and charged with driving under the influence of drugs with a prior conviction, being under the influence of a controlled substance, domestic violence battery and vandalism under $400.

Despite bearing the brunt of Cox's attack her boyfriend of 20 years has leapt to her defence.

"Do you see a mark on me? Do you see any marks on the scooter? If you actually really look at the video, she bumps me with her hip," the man said.

"I wanted her to stop. I didn't want her drinking and driving."

Cox's boyfriend said he does not plan to press charges.

After he was told a video of the incident had been viewed over 1.8 million times in a few days Cox's boyfriend said people had "people have way too much idle time on their hands and too much to gossip about".
