League great Darren Lockyer has called for change over a "loophole" that allowed Mitchell Moses to milk a penalty which sealed his side's win against the Cowboys.

With seconds left between the Eels and Cowboys, Jake Clifford was awarded a try.

But the Bunker ruled an obstruction after Jeremiah Nanai ran into Moses who dropped to the ground.

Cowboys coach Todd Payten, who previously worked with Moses at the Tigers, laughed and said it was a dive.

Darren Lockyer says Mitchell Moses exploited a 'loophole'.  Nine

Lockyer believes the smart minds at the NRL need to work out a way to stop the defenders making the most of the rule.

"It's a loophole in our game, it's a fault in our game that you are just allowing a defender to make a decision where they're going to get a penalty," he said on Wide World of Sports' QLDER.

"We have to find ways as a game to prevent players trying to milk something, whether it's a high shot or obstruction.

"We need to get the brains trust together and try and work out ways to disincentivise defenders from doing this."

Payten did admit during his press conference that it was the "right call in the end", putting himself on the other side of the argument.

"I know Mitchell, he's cheeky, he's been doing it for a long time ... we just got the execution wrong on that play and that's the little details that can cost you," he said.

Queensland legend Wally Lewis added on QLDER that the Cowboys would have done the same thing.

"I'm sure if the other team had the ball in an identical position, and they were searching for a penalty, they would've done the exact same thing," he said.

"You've got to make it a little bit harder."
