We're all dreaming of a summer holiday but in a world ruled by lockdowns, when's the best time to book?

Well, that depends on where you want to go.

With many in NSW hesitant to lock in Christmas holiday plans because of border uncertainty, accommodation providers on the Gold Coast are offering deals to win them over.

"It's best to book in now and take advantage of the great offer," Matthew May from Paradise Resort told 9News.

"If we do need to be flexible with dates we can move people around and we'll make the best of it."

They've already filled 60 per cent of their summer holiday bookings, so the advice is to get in quick.

If things don't go to plan, the resort is offering credit notes, not cash refunds.

Those after a safer bet this summer are being urged to holiday at home.

"I would be encouraging all residents in NSW to book a holiday in NSW," Tourism Minister Stuart Ayres said.

If you're dreaming of an overseas jaunt this year, Qantas is scheduling December flights to Singapore, London and Los Angeles.

But with Australia still a long way off its 80 per cent reopening target, nothing's set in stone and Australian Traveller's Quentin Long suggests waiting.

"My advice is to hold steady for about a month until we get much more clarity about what is happening and when, particularly around quarantining when returning to Australia," he said.

You might also get a better deal.

Tickets are expensive right now but once the government gives overseas travel the green light, prices are expected to plummet for the first few weeks.

But those set on a Northern Hemisphere summer, mid-2022, the advice is book now or risk missing out.

"QF1 late July, which is that famous Sydney to London route, is pretty much booked out already," Mr Long says.

Before you book there are steps you can take to protect you from a COVID-related disaster.

First, read the terms and conditions: refunds and credit voucher policies vary between companies.

Some, but not all, travel insurance includes "COVID cover".

And be aware: while you might be covered if you get coronavirus on holiday, cancellations due to government-imposed travel bans probably won't be.

Take extra care with cruises - some don't offer COVID cover for multi-night trips.

When it comes to flights, major airlines are offering flexible ticket bookings with no extra charge if you change the date. 

Importantly, if it's looking like your trip will be called off, don't proactively cancel your flights or accommodation.

Wait for the company to do it first.

Otherwise, it could be classified as a "change of mind", limiting your chances of getting a refund or credit.
