WHAT'S NEXT FOR THE REFERENDUM?

* Tony Abbott and Bill Shorten have agreed Australia needs to recognise indigenous people in the constitution and have taken on board views of indigenous leaders at a summit in Sydney.

* There will be a parliamentary debate and a committee - chaired by Liberal MP Ken Wyatt with Labor senator Nova Peris as deputy - will draft a discussion paper.

* About 40 "community conferences" will be held from September to gather ideas about a possible question.

* A referendum council will look at the question, timing and constitutional issues, including a possible national convention in late 2016 or early 2017.

* The aim is for a referendum in May 2017, near the 50th anniversary of the 1967 change giving indigenous people the vote.
