P-Plater jailed after crash claimed two of his friends' lives

A teenage driver who killed two of his passengers while speeding in Perth has been jailed for three-and-a-half years.

Joel John Payne, 19, was driving at a speed of at least 86 km/h in a 50 zone in Secret Harbour in October when he failed to negotiate a bend and hit a tree on a median strip, killing Mason Colin Hooton, 17, and Callum Mummery, 16.

Shaun Howard Sparrow, 16, who was in the seat behind Payne, suffered critical injuries and had to be cut out of the turbo-charged car.

Judge Simon Stone said Payne had been remorseful and courts did not ordinarily impose a term of immediate imprisonment on young offenders of prior good character.

But the offending was too serious for a suspended jail term, Judge Stone said.

The road was wet as there had been light rain and his decision to speed was a deliberate act.

"You were driving a powerful car at high speed in a built-up area well over the limit," Judge Stone said.

"Your conduct was blatantly risky and unnecessary."

Payne will be eligible for parole after serving 21 months.
