Daniel Andrews officially sworn in as Victoria’s 48th Premier

Daniel Andrews has officially been sworn in as Victoria's 48th Premier with his new Cabinet including Australia's first ever Minister for the Prevention of Family Violence.

Mr Andrews took the oath of office in front of Governor Alex Chernov at a ceremony at Government House.

Women make up almost half of the 21-member Cabinet, with Fiona Richardson given the family violence brief.

Jacinta Allan takes on the high profile portfolios of Public Transport and Employment, telling 9NEWS: "it is going to be an exciting time, but we're also very much aware that there is a big job ahead of us".

The new government pledged to hit the ground running, but already looks set to break its commitment to release the contracts for the East West Link tomorrow, now conceding it is unlikely.

However Mr Andrews expects to honour his promise to sack the board of Ambulance Victoria tomorrow.

Some more bad news for the government today with the Court of Appeal ruling in favour of gaming giant Tatts at a cost to the taxpayer of $540,467,887.92.

Tatts sought the half-billion compensation payout after losing its poker machine licence.

The silver lining for the state government was the court's decision to dismiss an appeal by Tabcorb worth $687 million.
