Victorian premier Denis Napthine has taken a swipe at Clive Palmer, telling him to turn up to Parliament more often.

It comes as the Palmer United Party ramped up its push for Victoria's upper house.

Trumpeting policies to put education, health and the economy first, Mr Palmer says it's a clear choice.

“Together we will achieve the extraordinary. We will keep the bastards honest and Victoria will prevail,” he proclaimed to a rockstar reception.

Hitting the basketball courts while unveiling a $127 million dollar plan to tackle obesity and diabetes, Dr Napthine was less than impressed with the Palmer arrival.

“My message would be to Clive Palmer: concentrate on Queensland, concentrate on doing your job as a federal members, and perhaps he should turn up to parliament occasionally,” Dr Napthine said.

Meanwhile, Daniel Andrews pledged $10 million dollars to re-open the former Swinburne campus in Lilydale.

Under the Coalition, the site was to be divided up for development, but Labor says it's not for sale.

It’s a grand plan that still needs to entice a new education provider to the campus.
