Winners and losers from Victorian budget

VICTORIAN BUDGET WINNERS AND LOSERS

WINNERS

* FAMILY VIOLENCE VICTIMS - $1.9 billion to implement all 227 royal commission recommendations

* DRIVERS - $300 million for a new Mordialloc Bypass, $100 million to prepare the North East Link, $846 million to remove eight extra level crossings, for a total of 28 be then end of 2018

* BUSINESS - Payroll tax for regional businesses chopped by 25 per cent and for all small business the payroll tax-free threshold will lift to $625,000 from July 1, 2017, and $650,000 from July 1, 2018

* NIGHT OWLS - $193 million to make all-night public transport permanent

* COMMUNITY SAFETY - $2 billion to recruit more than 3000 new police officers and other safety initiatives; a $308 million overhaul of serious offender management

* REGIONS - Will get a public sector job windfall, with new GovHub offices in Ballarat and the Latrobe Valley and plans for a third in Bendigo

* COURTS - Much-needed revamp of ageing IT systems, new Family Violence Courts, nearly $30 million to Victorian Legal Aid and community legal services

* ANIMAL LOVERS - Continued free entry for children at Victorian zoos on weekends, public holidays and school holidays

LOSERS

* MENTAL HEALTH - Some funds under the Ice Action Plan and as a crime prevention measure, but not enough for inpatient and community services leaving the Australian Medical Association Victoria "frankly appalled that no further funding has gone to mental health"

* RURAL HEALTH - Though Ballarat Hospital will get 30 new beds, the Victorian Healthcare Association isn't so happy about cuts to small rural hospitals

* PROPERTY INVESTORS - Spouses will get slugged stamp duty to transfer titles between themselves and properties will be re-evaluated for land tax annually from 2019

* NEW CAR BUYERS - Paying more stamp duty for new cars

* PUBLIC TRANSPORT - Funds for 39 new VLocity carriages for regional services but patronage will likely grow

* RURAL DRIVERS - A $260m boost for regional roads maintenance is still well below the $1.3 billion the RACV wants
