* Emergency Services Minister Jane Garrett led the fight against the United Firefighters Union for 18 months

* Premier Daniel Andrews was right behind her - until he changed his mind and demanded a deal be done

* Ms Garrett resigned on Friday rather than vote for a deal she and the CFA board could not support

VETO CLAUSES

* The CFA says a dozen clauses in the proposed agreement would give the union a veto over management decisions

* The government says "there is no veto"

* Emergency Management Commissioner Craig Lapsley drafted in to resolve disputes

* Seven paid firefighters have to be dispatched to fires near integrated CFA stations before they can start fighting the fire

* The government's own senior counsel says the agreement breaches human rights laws, in part because it discriminates against women and mothers
