'Patient Zero' says government have not sought his side of the nebuliser story

The man at the centre of Victoria's latest COVID-19 outbreak said the hotel quarantine system is in shambles and wants an apology.

The man, labelled 'Patient Zero', used a nebuliser while quarantining at the Holiday Inn at Melbourne Airport which has subsequently been blamed for spreading the virus through the hotel.

The man said he was given the all clear to use the device which the government has refuted.

Speaking to 3AW's Neil Mitchell, he said he wanted an apology from Premier Daniel Andrews and inquiry into the Victoria's hotel quarantine system.

"I think what really surprises me is that nobody, really, from the Andrews government has tried to reach us and get my side of this story and understand," he said.

"I'd expect with the gold standard that you'd be trying to get facts from every single source. Not just your own sources.

"At the end of the day I hope the government can reach out to a lot more people that have gone through the hotel quarantine program and continue to try and improve this so more people can return to Australia safely."

The man was hospitalised and ended up in intensive care with COVID-19 but has since been released.

Victoria today recorded one new locally acquired case and one in a returned traveller.

The Holiday Inn cluster has 17 cases linked to it with 21 active cases across the state.
