Victorians hit by storm of weather texts

Millions of text messages have been beamed out to Victorians informing them of the storm sweeping the state, leaving some people questioning whether it was a case of overkill.

In a first for the state, about 7.4 million SMS messages were sent to mobile devices on Friday and Saturday, saying "flooding is expected" and to check on family and friends.

"It's a first for Victoria and it's an important way to say this rain event is over a number of days," Emergency Management Commissioner Craig Lapsley told reporters on Saturday.

But he said while most people appreciated the information, some were asking why it was necessary to receive multiple texts.

"It's fair to say that some people have questioned why they might've received it more than once," Mr Lapsley said.

He said this could happen if someone's device was connecting to several communications towers.

"That is the system to ensure we don't have gaps - so we have coverage across the whole mobile network," Mr Lapsley said.

Fitzroy North music student Natasha Foxdale, who was out for dinner with housemates when her text arrived, said she welcomed it.

"I liked them. I thought they were effective," Ms Foxdale told AAP.

"Although the storm was a bit of a fizzer. I didn't even need an umbrella."

Melbourne was spared the brunt of the storm but towns in the state's north-east remain at risk of flooding after the deluge.
